It says you can boil water. Does that mean you could put a dutch oven on it ? Stainless or cast iron pans?

Aluminum, iron, enamel, and copper pots can mar the surface. Use stainless steel.

It says it gets up to 700 degrees F on the glass surface, so this should sear meat right?

Yes, it gets nice and hot. Great grill. You don't get the traditional sear marks like the grate of a grill, but it'll definitely sear the meat. I gave this grill 5 stars in my review and wish I could have given it 6.

Can this be plugged into a normal outlet?

Yes - if "normal" for you is a US 110 volt outlet with ground (3 prong plug).

I wanted to use it by plugging it into an inverter plugged into my cigarette lighter in my car. the specs on the cig light in the car are 12v 120w max

These griddles need to max out at 1500 watts. 120 won't cut the mustard :o) You would need a big converter with a lot of juice behind it to run any kind of toaster or griddle made for the home. I would suggest a portable generator if you want to go portable that way you would not tax your battery too much.
