would this work whle clipped to a boat windshield and running around 25 - 30 MPH?

The grooved gripping surface on the inside of the clip is a hard rubber material and the amount of force by the spring tension in the clip provides a few pounds of gripping force. Coupled with a lightweight GoPro (I have a Hero 8 Black attached to mine), it should be fine as long as you’re not hitting hard waves repeatedly. I had mine clipped to the side of the windshield on my motorcycle and I noticed it would slide a small amount, even over minor potholes. Personally, I’m more concerned with the possibility of damaging the windshield from flex stress.

Will Hero9 Mediamod fit?

Yes, the HERO9 Black (with Media Mod attached) will work with the Magnetic Swivel Clip.
