Can I use this on matte porcelain tiles?

Yes. I did about a year ago. Very happy with it. You’ll need to apply about 3 coats if you want it to really shine

Can this be used to seal acrylic paint or decals on wine glasses?

It's meant to seal porous surfaces - masonry, concrete, marble, terra cotta, etc. I wouldn't use it on glass As far ass paint goes - don't know. I would look for a sealer meant for non-porous surfaces.
