Is this antibacterial? Does this kill bacteria?

No, I don't think so. It is not good to be antibacterial anyways. I prefer Sal Suds and Dr. Bronners to this toilet bowl cleaner. Sal's and Dr. B'S have less harmful chemicals. https://www.scientificamerican.com/article/strange-but-true-antibacterial-products-may-do-more-harm-than-good/

Is it safe for septic systems

Yes, the label says they use botanical, plant based materials, for the cleaning agents.

Mixed smell reviews, 4 those of u that don't like it, could I still use it then spray some airfreshener or is it so over powering that that wont work?

I really don't mind the smell so I probably am not the best to answer but the smell does not last long at all and could easily be covered with spray.

Can the lid be removed so the bottle can be refilled? Thanks in advance!

I cannot find any toilet bowl cleaner in which you can reuse ♻️ the bottle.
