what height is this workbench?

Hi Albert,It's approximately 775mm tall.Kind regards

Can a vice be attached as ill be drilling steel

Not advisable as it’s an MDF base.......it snapped

Does this fold completely flat for storage?

It does fold flat ,BUT it's not worth £1.50 ,cheap wobbly rubbish

Would this be suitable for handsawing a 12 foot 4X2?

This work bench is only suitable for small lengths of timber so I would not recommend for 12 foot 4x2.
