Is this mix used for making hotteok?

I don't use it for that but I I imagine you could use it as a base. If sweet Korean pancakes is all you want it for, you should probably buy Sweet Korean Pancake mix.. https://hmart.co.uk/shop/en/premix/683-cj-sweet-korean-pancake-mix-400g--8801007231853.html https://www.orientalmart.co.uk/beksul-sweet-korean-pancake-green-tea-hotteok-mix

What do u add to make it a batter?

I tend to just add plain water to the pancake mix and adjust to how thick you want it :)

Does this product have instructions in English?

No it does not. When using it i take three quarters a cup of milk and an egg, then slowly add a cup and a half of the pancake mix. Hope that helps.
