Do the packs come with a sleeve or can you put them directly on skin when cold?

You can put them directly onto your skin without problem, provided they are neither too hot nor too cold. But its always best to put a cloth barrier between you and the pack for wicking sweat/condensation.

What are the packs, not the contents made from?

They are a sort of rubbery material but are like cloth on the outside.

Is there a possibility of leakage (I'll be travelling on a plane)?

No there isn't. You can put these in the hold no problem.
