How many different designs of hot air balloons does it come with??

There are a lot of different designs. More than 10, I'd say.

Is the template the same color as the balloons, or is it just plain?

The image is an accurate depiction of the colors of the balloons, they are not plain.

Can I use as name tags on a school bus?

Yes I suppose you could punch a hole and have the children wear around their neck. They would big on a kindergartener. But workable.
